Summary of Career Accomplishments:
Charles Monfort became a Senior Partner in Martin, Blanck & Associates in January 2011. He has more than 30 years of experience in Washington, DC, having held senior positions in the legislative and executive branches of the US government and in the non-profit community. Mr. Monfort served as the Deputy Assistant Secretary of Defense (Health Affairs) for Policy and Planning Coordination from December 1994 to October 1998, overseeing all external affairs for the Defense Health Program.  He was responsible for interactions with Congress and military retiree organizations, public relations, strategic planning, and beneficiary education/marketing.

After leaving the Pentagon, Mr. Monfort was a partner at Monfort-Lewis, LLC, a government relations consulting and lobbying firm specializing in military and veterans' healthcare, national security programs and science policy. Prior to service in the Department of Defense, he was Legislative Director and Appropriations Associate for US Representative Martin Olav Sabo (D-MN), then Chairman of the House Budget Committee.  Rep. Sabo was a member of the House Appropriations Committee and the senior Democrat on its Subcommittee on Homeland Security. As Rep. Sabo's Legislative Director, Mr. Monfort oversaw the work of his legislative staff on all special funding projects and major policy initiatives, with primary focus on military healthcare.

Additional Qualifications:
From 1982 to 1989, Mr. Monfort was Washington Director and chief lobbyist for the Union of Concerned Scientists (UCS), a national public interest group addressing the impact of advanced technology on society.  Prior to working at UCS, Mr. Monfort was Legislative Director to US Representative Morris Udall (D-AZ), then Chairman of the House Interior Committee. Mr. Monfort has a Bachelor of Arts from the University of Arizona and a Master of Arts from The George Washington University
