Alfred Buck is a Partner with Martin, Blanck & Associates, a federal health services consulting firm based in Falls Church, Virginia. Martin-Blanck provides critical assistance to public and private sector clients focused on federal and state health care delivery systems and services. Martin-Blanck has grown to two dozen senior executive partners with expertise in health care policy, program development, management, informatics, and strategic planning.
Building on a distinguished career in surgery as an Army surgeon, Dr. Buck has contributed at the institutional, regional, and system levels to quality and risk management initiatives involving policy and regulatory development, managed care, peer review, automation development, contract supervision, safety, and education.
Dr. Buck completed a five-year association with the Joint Commission on Accreditation of Healthcare Organizations as Executive Vice-President for Standards, Performance Measures and Research. In this capacity, he headed the division responsible for the development, refinement and interpretation of standards and for the performance measurement initiatives and research efforts supporting all of the Joint Commission's accreditation programs.
He has served as the Chairman of the DoD Healthcare Quality Initiatives Review Panel, a congressionally mandated Federal Advisory Committee and has worked as the initial Director of the DoD Patient Safety Center (AFIP). He is a member of the Steering Committee for the American Institute of Architects, American Society for Healthcare Engineering, and HHS Task Force producing revisions to the Guidelines for Construction of Hospitals and Health Care Facilities.
Dr. Buck has served as an international consultant and representative to a number of agencies and organizations and is a member of various professional societies including the American College of Surgeons and the American Urological Association. He has held a number of academic appointments including those as Adjunct Professor of Surgery (Urology) at The Uniformed Services University of Health Sciences (USUHS), Bethesda, Maryland, and George Washington University, Washington, DC. Recently he was appointed Adjunct Professor of Preventive Medicine and Biometrics at USUHS.
Honors have included recognition by the Surgeon General of the Army for the highest level of professional achievement (1980), the Federal Service Award of the Federal Executive Association (1982), the Defense Superior Service Medal (1992), the Legion of Merit (1995), a Recognition Award from the American Hospital Association (1996), the National Performance Review Award (Reinventing Government) (1998), and Honorary Life Membership in the American Society of Healthcare Engineering (1999).
Dr. Buck received his baccalaureate degree with honors from Haverford College and earned his medical degree from Cornell University. He is a Diplomate of the American Boards of Surgery and Urology.
